Craig Oliver's first university appointment was as Assistant Professor of Horticulture at The Pennsylvania State University in 1962 where he had statewide Extension responsibilities. He was promoted to Professor and Assistant Dean for Extension in the College of Agriculture in 1971. Over the next 10 years, he served in numerous other administrative positions. In 1981, he was appointed Professor and Director of the Extension Service at The University of Maryland. Subsequently, he was appointed Vice President for Extension. Under his leadership, the Institute for Governmental Service and the International Development Management Center were established.

In 1993, he became the first Dean of the newly formed College of Agriculture and Natural Resources at the University of Maryland at College Park and concurrently served as the first Dean for Continuing Education and Summer Studies. Following this assignment, he was appointed Special Assistant to the Vice President for Academic Affairs and Provost and, in July, 1996, assumed the role as Acting Associate Vice President for Academic Affairs.

He has served as President of the Board of Directors for the Journal of Extension, Chair of the Northeast Extension Directors, and Chair of the Extension Committee on Organization and Policy.
